Born in Port Hood, Nova Scotia and died in Ottawa, March 17, 1959. educated at the University of Kings College and Dalhousie and called to the Bar in Nova Scotia. Appointed Professor at Dalhousie Law School then came to Osgoode for four years, returning to Dalhousie as Dean. In 1934 appointed President of the University of Manitoba then in 1944 made President of the University of Toronto. In 1957 he joined the Diefenbaker government as Secretary of State for External Affairs. He died suddenly in 1959.
